Bulbs draw moisture and nutrients from the foliage to provide the energy needed to leaf out and flower the following year. If you cut the foliage off after flowering, you deprive the bulbs of these nutrients. The bulbs will be smaller, and the flowers smaller and less prolific the following year. Most gardeners pull the foliage together after flowering, and coil it on the ground. After it dries out completely, they pull it off and compost it.
