Want to trim dead branches off my foliage. How much is too much, too little, or is this even necessary?

I have oleanders and some other bushy foliage in the yard. The cold winter seemed to have killed them. Guy told me to cut them all the way down to a bulb. Internet says to cut dead branches 1/3 down. I want to prune where they will grow back quickly. What is the best way?
